I need a reverse phone lookup!

I got a call from this number 240-699-8981 and they don't say anything and just hang up. I called the number and a recording comes on to verify the number that you are calling from and press 1 or to enter another number and when you do it just hangs up.
what is this all about? First call was at 1923hrs CDT tonite from 571-261-0012, caller ID showed Removal DNC and then calls from this 240 area code same on caller ID. No msgs left although last called was at 2143. Has anyone heard of a company by this name?
